Bioenergy Master Plan
Environmental Impacts of the Hawaii Bioenergy Master Plan

PCSI authored key portions of the Hawaii Bioenergy Master Plan dealing with environmental planning and impact assessment.  In 2007, Hawaii established a goal of developing a renewable biofuels program to manage the State’s transition to energy self-sufficiency, based in part on the use of biofuels for power generation and transportation.  PCSI was selected to develop the critical portions of the plan dealing with environmental impact policy planning.

The Hawaii Bioenergy Master Plan sets a course for the coordination and implementation of policies and procedures to develop a bioenergy industry in Hawaii.  PCSI’s contribution to this effort entailed extensive research into the potential environmental impacts associated with biofuels and the development of a series of recommendations for consideration by the legislature designed to ensure that environmental issues are given appropriate consideration during the policy development process.
